It's supposed to be like the mortar ontop of that museum from when you meet up with Barney towards the end of HL2
I suppose this would be like your mortar you already put in except this one requires line of sight. So they can't, for instance shoot over a building unless there's a hole in it and can see over there.

EDIT: My "elaborate" comment is in response to Twitwi's idea that the headcrabs should behave like L4D's jockeys. CCCPkiller's suggestion on having multiple headcrab "ammo" types is clever and would be a very fun addition.
