I have a new proposal for a new gamemode to Overwatch(provided that in the future, the mod will have different gamemodes other than Attack & Defend, Time Trial, and Standoff) called "Heist". This gamemode might be a bit non-canonical, but at least hear out the suggestion.
Basic Gameplay Premise: The Overwatch is tasked with guarding a vault containing important military data. Using limited amounts of troops, the Overwatch is to delay or stop the progress of the Resistance "infiltrators" who are sent in to take the data and return it to their individual extraction points. Individual extraction points. Not "team extraction point". Basically, the Rebels must compete against eachother to see who can pick up and return the data to their extraction points, and by competing I mean killing eachother to delay eachother's progress. After the carrier is killed, the data will be on the ground and up for grabs for 5 seconds, and then will return to the Overwatch's control. The Rebel player with the most captures at the end of the game wins the round. If the Overwatch prevents any infiltrator from capturing the data, the Overwatch wins the round.
Issues That Can Be Found: Some of you may ask, "What keeps the Rebels from working together against the Overwatch?" Well, the reason for individual extraction points is because they each gain individual points, and so if they work together, they are essentially assisting eachother in losing and only helping the carrier win. No one wants that.
Inspiration: I had an inspiration to make this a gamemode from the Nintendo 64 game "Conker's Bad Fur Day". In that game, there was a multiplayer gamemode with the name "Heist" in which thieves would have to kill eachother and capture bags of loot from a bank to win the game as the victor. Who's to say we couldn't do this for Overwatch?
Suggestions and comments welcome.

Other than that I welcome the idea. Perhaps this is a game-mode in which the two teams could swap forces? (Yes, I'm revisiting the idea.) This would explain why the FPS team are able to kill eachother as it seems improbable that the rebels would do such a thing. Or perhaps the game-mode could play more like CTF with the Overwatch trying to steal data/resources from the rebels and vice versa.
Seeing as 'game-modes' in Overwatch are map-specific, that is they are implemented by the map itself, perhaps you could modify your map Prison to do just this?

We've already discussed a similar idea internally, except without splitting up the ground players since co-op is a core feature of Overwatch.
That obviously doesn't mean that we wouldn't welcome community-made maps that do so.

Well, for one thing, you can kick people in Overwatch, and two, that wouldn't help you win the game. Although that it one way of doing it. Killing everyone to prevent them from scoring not only helps the Overwatch more, but it makes everybody, not just yourself lose.

You should look at the 'Fragile Alliance' gamemode for Kane & lynch. You pretty much rob a bank with your teammates and you can later kill people to get more money, still I think this would work out better with lethal stigma.
