I think you have already found the solution but I have an idea to prevent an invasion of zombie inside the combine spawn : the combine spawn could be a little bit more higher so the combine soldier jump to go in the fight (like in Canal, during the last part).

They still have to jump onto the zombies.

Yes, but the spawn will not being overrun by zombies : the Overwatch only need to wait => the zombies will go to the bunker or a rebel will pass close to the zombies.

Also, this still an idea ^^
