First though let me take a look.
Shepard says at the begining of the game "I lost 40,000 people that day, and the world just fucking watched" Meaning he was angry at the loss of all his men. So in revenge of what the world "did to him" he goes and betrays the best soldiers. The 4 that survived the mass killings and stuck out like a thorn insulting him. He killed these two and anyone else allied with them to show the world.
Next we have the Russian terrorists. Yes of course there WAS video footage, but do you think anyone would bother to look at that when they've found a dead American? I think not. They already had "proof" that the murderers were American staring them in the face so why bother going over some silly tape?
What I'm trying to get across is that Mw2 had a brilliant plot but you had to SEE it. Think of it like the TV show LOST. People get confused all the time by it because it makes no sense, only because they don't look deeper than what they see.
So from your point of view, yes Mw2's story was just a half assed means of connecting a bunch of levels but if you look deeper at it you see the storyline quite cleary, how do you think I managed to get my answer? I didn't do any research, I just remembered what I had seen.

cuting of limbs aka dark messiah style
semi-linear paths
some hilariously stupid characters/moments

a couple of friends to play with and perhaps some alcohol(if you want to have some unpredictable fun

Obviously, it worked for Valve.
Disclaimer: That was a joke. Hats are not what make TF2 fun. What DOES contribute to the fun of TF2 is the immersion. Everything from the customized voices for each character, to the characters' special personalities to the TF2's characteristic art style just makes it all fit together seamlessly.. or so I think.
