So, I know how to customize colors, fonts, and position, but how do I make my own icons and put them on the hud, like instead of a health with numbers, like a health bar, thank you :D

Are you talking about a custom HUD element that displays in a specific level? Or just your standard HUD (Health, Ammo, Minimap etc)?

What I mean is like if I wanted to add a HUD element such as, like in Call of duty, there is clip number for ammo, and a animated picture in which every time you shoot, one of the bullet in the picture goes down.Or a bar of health instead of numbers. Please forgive me, I'm not a genius in HUD's so if I am still not answering your question, please forgive me.

Does this occur all the time or only in a specific map/level?

All the time. It's not for OW, well I might edit it so it is, but i'm making a quick mod and am wondering, very intensly.

In most cases, you can't add functionality without implementing it in code first. The most you can do is change fonts, colours and perhaps some of the images used.
