I think it would be interesting if there was a new lighting entity available that had some GM specific lighting options. This way you could make some interesting use of low lighting for the rebel players, but not hinder the GM's ability to see and move his units around. Just a thought I had while messing around with lighting on my map just now.

Thats.. actually a good idea. I can imagine dark maps where the OW can still see everything with perfect clarity, but the rebels are virtually blind.

Perhaps the Overwatch itself can be modified to always see clearly no matter the lighting?

I think that is a solution that could work, but I think it would be less ideal than being able to make a light that only the GM can see. My reasoning is that you could pick a color, for the sake of discussion lets say green, and say that everywhere in this map that you see a green light, it is a light that rebels cannot see. This would allow the GM to get some idea of the brightness of the area so that he could say hide some units around a dark corner to surprise the rebel players. If the GM was always full bright, this wouldn't be obvious unless he had already played the map before.
